Mr. Clark has held executive management positions at SARCOS Robotics and Oceus Networks were he has managed strategic programs and sales initiatives. Mr. Clark also served as a contractor for Headquarters Air Force – Logistic, Engineering, and Force Protection Policy Advocacy (HAF/A4PA), Pentagon as a Business Analyst for mobile technology.
Mr. Clark is the currently elected Vice Chairman of the National Spectrum Consortium and is an active member of the AFCEA International Technology Committee and past Chairman of the AFCEA DC Mobile Working Group.
Mr. Clark has 28 years in the Telecommunications Industry originating at Nextel Communications and served in the United States Marine Corps, as an electronics technician for Tactical Air Operations Command.
Mr. Clark earned his Bachelor of Business Administration in Marketing from the University of Wisconsin – Oshkosh.

Salvador D’Itri is General Manager, Research and Development at Federated Wireless, Inc. He has served as Chief Marketing Officer and board member for the Wireless Innovation Forum and as an appointee to the Information Technology Advisory Commission for Arlington County, Virginia. His fields of experience include, spectrum management, cognitive radio, telecommunications and cloud computing.
Junaid Islam

Junaid Islam has 30 years of experience in secure communications. His background spans field operations to the design of network protocols. Junaid’s technical contributions have been incorporated into a broad range of commercial and government networks.
Junaid started his career in 1989 building data networks in South America and the Middle East supporting national security missions. From 1993 onwards Junaid has focused on the development of network protocols.
As an architect at StrataCom Junaid developed Priority PVC Frame Relay which became the DoD’s first MLPP implementation and begun the first IP-ATM interworking implementation which became the foundation for MPLS at Cisco.
Junaid also developed the first Mobile IPv6 client for DoD’s Net centric Warfare program. Currently Junaid is leading the development of Zero Trust Architecture for 5G networks using the Software Defined Perimeter (SDP). He is also the founder of the Software Defined Perimeter Research Group and Research Fellow at Cloud Security Alliance.
Dr. Charles Clancy

Charles Clancy is vice president for Intelligence Programs in MITRE’s Center for Programs and Technology. In this role, he leads the organization’s technical strategy and priorities in support of the intelligence community. This includes ensuring technical quality, affordability, and timely delivery of work products; nurturing a developmental culture for MITRE employees; and accelerating technical innovation to anticipate and meet the future demands of government sponsors. He is an internationally recognized expert on topics at the intersection of wireless, cybersecurity, and artificial intelligence.
Before joining MITRE in 2019, Clancy served as the Bradley Professor of Cybersecurity at Virginia Tech, and executive director at the Hume Center for National Security and Technology. There, he led Virginia Tech’s research and experiential learning programs in defense and intelligence. Clancy now sits on the Hume Center’s Board of Advisors.
Clancy started his career at the National Security Agency, filling a variety of research, engineering, and operations roles, with a focus on wireless communications. He has co-authored more than 250 patents and academic publications, as well as five books. An avid entrepreneur, he co-founded several venture-backed security startup companies that apply commercial innovation to national security challenges. Clancy has also been heavily involved in wireless security protocol standardization and held leadership positions within the Internet Engineering Task Force, Wireless Innovation Forum, and Institute for Electronics and Electrical Engineers. In 2015, he was elected to the prestigious AFCEA Intelligence Committee.
He holds a bachelor’s degree in computer engineering from Rose-Hulman Institute of Technology, a master’s in electrical engineering from the University of Illinois Urbana-Champaign, and a Ph.D. in computer science from the University of Maryland College Park.

Mr. Terry Halvorsen started with Samsung electronics on April first of this 2017 as an Executive Vice President in the Business to Government group. He has since been appointed as the Chief Information Officer and Executive Vice President IT and Mobile Business to Business group Samsung Electronics.
Prior to Joining Samsung Electronics, Mr. Halvorsen Served as the Department of Defense Chief Information Officer from March 8, 2015 to February 28 2017. He previously served as the Acting Department of Defense Chief Information Officer from June of 2014 until March of 2015. He was the Department of the Navy Chief Information Officer from November 2010 until May of 2014.
As DoD CIO, Mr. Halvorsen was the principal advisor to the Secretary of Defense for information Management / Information Technology and Information Assurance as well as non-intelligence space systems; critical satellite communications, navigation, and timing programs; spectrum; and telecommunications. He provided strategy, leadership, and guidance to create a unified information management and technology vision for the Department and to ensure the delivery of information technology-based capabilities required to support the broad set of Department missions. As the Department of Navy CIO, Mr. Halvorsen was the principal Information Technology, Information Assurance and privacy policy advisor to the Secretary of the Navy.
Before serving as the Department of the Navy CIO, Mr. Halvorsen was the Deputy Commander, Navy Cyber Forces. He began serving in that position in January 2010 as part of the Navy Cyber reorganization. Previous to that, Mr. Halvorsen served as the Deputy Commander, Naval Network Warfare Command. He was responsible for providing leadership for over 16,000 military and civilian personnel and supporting over 300 ships and approximately 800,000 globally dispersed computer network users. In this position he was responsible for the business performance of Navy network operations, space operations, information operations and knowledge management.
Mr. Halvorsen served as an Army intelligence officer active and reserve in a variety of assignments, including Operations Just Cause and Desert Storm. He holds a bachelor’s degree in history from Widener University and a master’s degree in educational technology from the University of West Florida. He is a Rotary International Paul Harris Fellow and an Excellence in Government Leadership Fellow. He was awarded the Distinguished Presidential Rank Award for Civilian Executive Service in 2017.
David Simpson

David Simpson has influenced U.S. National Defense and Homeland Security policy for over thirty years. He currently is leading Pelorus Consulting Services, specializing in national defense, public safety, telecommunications, and Cybersecurity. He is a Professor at Virginia Tech, leading Cybersecurity Risk studies for Pamplin College of Business.
He previously served as Chief of the Federal Communications Commission’s Public Safety and Homeland Security Bureau from 2013 to 2017. As Bureau Chief, he oversaw public safety, emergency management, communication resiliency, cybersecurity, and disaster preparedness activities for over 30,000 commercial companies in the telecommunications sector.
Rear Admiral Simpson served in the U.S. Navy in leadership positions at sea and around the world, for over thirty years. As a Flag Officer he served as Director of Navy Networks, Vice Director of the Defense Information Systems Agency (DISA) and Director of Communications and Information Services in Iraq. He had Space, Combat Systems and Information Technology assignments in multiple countries around the world. He served as a senior delegate to the ITU World Radio Telecommunications Conference and to the World Conference on International Telecom (WCIT). Admiral Simpson is a graduate of the United States Naval Academy and earned a master’s degree in space systems technology from the Naval Postgraduate School.
